Food Commissary
Commissaries provide support operations for mobile food units and food vending machines. Seminole county 's Environmental Health Program licenses and inspects these operations. Commissaries must comply with restaurant licensing regulations to assure the safety of food products.
Mobile Food Units that conduct food service activities at a commissary are required to obtain a Commissary License in the name of the mobile food unit owner. Food service activities include, but are not limited to, utensil washing and/or any food preparation activities such as food washing, thawing, cooking, cooling, and reheating.
Mobile food unit owners who use a licensed food service business solely to pick up clean utensils and food prior to operating each day and to drop off used utensils at the end of the day for cleaning are required to complete and return a Commissary Service Verification form.
Mobile Food Unit
Environmental Health Program is responsible for issuing licenses, conducting inspections, investigating complaints, investigating foodborne illness complaints, and providing consultations for mobile food units operating in Seminole County. Mobile food unit operations include food service businesses that operate from any vehicle that is self-propelled, or can be pulled or pushed down a sidewalk, street, highway or waterway, on which food is prepared, processed or converted, or which is used in selling and dispensing food to the end consumer.
Mobile food units must operate from a licensed restaurant, commissary, or warehouse unless the mobile food unit has a very limited menu and adequate equipment and utensils to operate without a base to support food service activities. A warehouse may only be used to store prepackaged goods.
Classifications of Mobile Food Units
Class 1: These mobile food units can serve only intact, packaged foods and non-perishable drinks. No preparation or assembly of foods or beverages may take place on the unit. Beverages which are not potentially hazardous may be provided from covered urns or dispenser heads only. No dispensed ice is allowed.
Class 2: These mobile food units may serve foods allowed under Class 1 and provide hot and cold holding display areas from which unpackaged foods are displayed. Self-service by customers of unpackaged foods is not allowed. Preparation, assembly or cooking of foods is not allowed on the unit.
Class 3: These mobile food units may serve any food item allowed under Class 1 and 2 mobile food units, and may cook, prepare and assemble food items on the unit. However, cooking of raw animal foods on the unit is not allowed.
